20 seconds or so normally... 60+ if it's a hard reboot.

it Depends,

If I just installed a app on my phone that is really big, otherwise, about 15 seconds

Usually about 30 seconds, but if I hard reset, I've seen it take as long as 3 minutes to turn on.

I've noticed boot times vary on a few phones including mine.
It's not a problem if after booting the phone is working properly.

Its because of springboard. Every time you turn your ipod/iphone on, spring "regenerates the application map". This means it makes the springboard icons, and creates the paths to the applications. Depending on the amount of apps you have, this takes time. Also, theres a program called watchdogbundle which monitors this "regeneration" and when it takes two minutes, it shuts it off and makes it start again, which in turn causes you to be stuck at boot logo. but thats a WHOOOOOLLLLEEE nother thing.
